What are Regulatory obligations for companies that hold environmental licencing (ΑΕΠΟ), under the Greek Climate Change Law?
By December 31, 2025, all companies holding Environmental licencing (AΕΠΟ) must comply with Article 19 of the Climate Change Law by following this procedure:
- Calculate direct (scope 1) and indirect (scope 2) greenhouse gas emissions from the sites under licencing
- Normalize emissions according to product/service units, according to the guidelines of the Ministry of Environment and Energy (Υ.Π.ΕΝ.)
- Have the emissions verified by verification bodies, listed in the O.FY.PE.K.A. database
- Draft an Emissions Reduction Plan to reduce emissions by 30% by 2030, in relation to the baseline of 2019
- Submit the Emissions Reduction Plan to the competent authority as a minor modification of the Environmental license (AΕΠΟ)
- Calculate, have verified, and submit greenhouse gas emissions annually on the Ministry of Environment (Υ.Π.ΕΝ.) platform.
Failure to comply results to administrative fines €100/ day, as well as of and additional penalties for not meeting reduction targets.
